The Texas House of Representatives was packed with state lawmakers and dignitaries as Gov. Abbott identified his priorities.
Democrats criticized Abbott's speech as overly partisan and too focused on "distractions", such as "sanctuary cities" and "fetal remains".
Abbott's office said Monday it would cancel $1.8 million in grants to law enforcement programs in the county, the state capital and the University of Texas's flagship campus.
Abbott last week said he would try to remove Travis County Sheriff Sally Hernandez and others who refuse to detain people suspected of being in the country illegally at the behest of immigration agents.
Gov. Greg Abbott said the state must act quickly to strengthen services for children, ban sanctuary cities, tighten ethics requirements for elected officials and lead the way in calling a meeting to consider changes to the U.S. Constitution.
Abbott called Hernandez's policy "dangerous", "shortsighted", "reckless" and "frivolous", according to The Hill.
The judge organized the conference to respond to Abbott's decision to immediately halt $1.5 million in Criminal Justice Division grants distributed to the county via the Office of the Governor. Having less money has been a challenge for this legislative session, but not reason enough to stop Abbott from taking action on four - in the governor's words - matters of emergency.

Miller was charged with aggravated assault and has been detained in the Essex County Correctional Facility. Forty-eight-year-old Charles Miller, who has no criminal history, was arrested on a simple assault charge.

Cutting off criminal justice funds sounds like an effective way to undermine criminal justice. "New barriers to women's health care, attacks on local elected officials, telling Texans how they can and cannot spend their paycheck and denying homeowners the right to hold their insurance company accountable do nothing to move our state forward".
"We have a clear message to our law enforcement officers: Obey the rule of law (and) respect the detainers or else there are dire consequences", said Sen. Sanctuary city is not an official designation.
"I'm old enough to remember when Republicans said they supported local control, but they don't any more", Turner said. While such a registry has not been proposed, some California senators believe it will be on President Trump's itinerary.
